Background

The City of Los Angeles Department of Cultural Affairs (DCA) is seeking experienced and talented graphic / digital designers to provide graphic and digital design services for various DCA digital / web-based materials including: Annual Reports; Heritage Month Calendars and Cultural Guides; Program Brochures; Art Exhibition Catalogs and Didactics; Requests for Qualifications; Requests for Proposals; Event Marketing Materials; Program Logos; Websites and Website Initiatives and Exhibitions Pages; Social Media Assets; and other print and digital / web items as needed. Selected graphic / digital designers will be required to produce printed and PDF comps and final digital files for DCA printed materials and for digital / web use.

 Eligibility

This local call is open to graphic / digital designers residing in Los Angeles County. Applicants must have a minimum five (5) years of paid graphic / digital design experience. Employees of the City of Los Angeles are ineligible to apply.

 Selection Process

A selection committee composed of DCA staff and graphic / digital design professionals will convene to review submissions received through this public call. The selection committee will identify a group of graphic / digital designers as finalists and these finalists will constitute a pre-qualified roster of graphic / digital designers. Pre-qualified graphic / digital designers will be contacted as individual projects arise. Graphic / digital designers selected to the pre-qualified roster are not guaranteed a commission but will be eligible to bid on specific projects. The pre-qualified roster will be in place for a term of at least three (3) fiscal years from the date of selection (FYs 2023/24 through 2025/26).

Rights and Responsibilities

The Department of Cultural Affairs reserves the right to decline any or all submissions, extend the deadline for submissions, cancel this Request for Qualifications (RFQ), extend the time period for the pre-qualified list to be in effect, or cancel any pre-qualified list, at any time. This RFQ is subject to MBE / WBE and the Living Wage, Contractor Responsibility, Equal Benefits Ordinances, and other ordinances in effect.

Submission Requirements and Deadline

Applications can be submitted electronically via SlideRoom. The deadline for electronic submission is Midnight on August 4, 2023 (Deadline extended). Incomplete or late applications will not be accepted and will be deemed ineligible.

A complete application must include:

  1. LETTER OF INTEREST – one-page maximum
  2. RÉSUMÉ of professional experience – four pages’ maximum
  3. WORK SAMPLES – a total of ten (10) work samples, in either or both, of the two following categories:

Printed Collateral

Digital / Web-Based and Social Media Materials

  1. ANNOTATED LIST – to accompany the ten work samples, describing the nature of each sample, year, project budget, and any other relevant information
